germany had no experience with democracy [nor did anyone else, but the swiss] and consequently not only had no formal tools to manage their society, they had no way of thinking about the direction of their society. government was something that happened to you. you didn't question it, any more than children question their parents. the settlement of ww1 was widely resented in germany, and that resentment put the nazis into power, a more sane settlement would have been to hang the kaiser and all of the top statesmen and generals, but that would make rulers of every nation nervous. the usa is not a democracy, and trump would be a hitler if he could. i am hopeful that he will prove to be only a mussolini, but he has the world's best army for a plaything, so even a mussolini is a serious threat to the planet and all its people.
