  1. there are no rules of war. there may be explicit undertakings to sustain peace, but even they have no legal force. this particular murder will have some minor negative consequences for the usa, and iran will be happy to put a shoulder to the wheel when china feels it can bully usa. at best, iran will commission some third party of desperadoes to ruin an american city with poison dust. american machinations in the middle east have created a large demographic of people who would die cheerfully in the company of americans living in dc.
