if you keep implying usa is some kind of democracy, when it clearly is not, you will always be surprised by the daily evidence that usa is a variety of oligarchy. madison sold his constitution to the convention members by pointing out that it would prevent democracy from happening. and sure enough, it is still the fundamental law of the nation: the people do not decide, and often are not even informed about public activity. the only use for the word 'democracy' in usa, is finding out what it is, and how to get it.
