the rich are masters of the usa, and always have been. it was madison's intent to keep military rule at bay by maintaining a small army, and arming state militias as a counter-force. very sensible. but time marches on, and this aspect of his genuinely clever blueprint for plutocracy has failed. ww1 and then ww2 created in insatiable taste for 'war' as a device to transfer taxes to munitions share-holders. since internal economy is stagnant and rotting, only 'war' is a stable cash cow for the rich. the consequence has usually been military take-over, as soon as the the rich leave with the remaining cash. not long now.
