"must be changed" is what my high school english teacher called 'passive voice.' there is no agent of action. it allows you to say something when you have no intention of doing something. in this case, when you have no means of doing something. politician pocan must be good at this, their chief tool of trade is empty words. no one ever points out, that nothing can be done for lack of power to do. i don't know why the people of the usa never suggest that the lack of democracy allows politicians to rule them as cattle.are ruled. is there something in the water? there is certainly something in the schools. a severe lack of education.
