  1. it seems to happen when the government gets too much cash in the economy, papering over mistakes to get past the next election. in any event, obsolete management of the economy is common everywhere. computerized financial systems make reality clear, it is political structure which does not understand, or simply politicians buying office with cash hand-outs. any society that let's politicians run the nation is simply doomed. insoluble problem. but maybe we can get past war and contend with climate. seems unlikely. politicians have little interest in any problem outside their term of office.
