  1. the problem is fundamental, a feature of american culture. americans accept an aristocracy of wealth, and while they are willing to submit, there is nothing to be done. they were locked out of citizenship with the establishment of the federation, and from that moment began to accept 2nd class membership in society. it's built in to law, and custom now. they don't even dream of democracy, it is so far out of reach. once you accept great power confined to small numbers of people, wealth will be concentrated too, and contrariwise. the rich buy power, the powerful acquire wealth. which is why democracy is feared in america- it leads to socialism. madison was well aware of this, and promoted his constitution to the founding convention as a protection against democracy and resultant socialism. the many can always rule, if they are wise enough to organize, but oligarchies keep their plebs ignorant and brain-trained. this has proved successful around the world and through-out history, as america demonstrates so very well.
