  1. in a democracy, citizens vote, non-citizens don't. the voting process must identify which category you are in. but that's not entirely relevant, as the usa is not a democracy. there is voting, in the usa, but that is to select which thief and war-monger shall have access to the treasury. the people of the usa are not really citizens, so the 'citizen' id process is inconsequential: no matter who you vote for, thieves and war-mongers are selected.
