who decides if a nation shall be capitalist, or socialist? i think that in the usa, one man decided. he wrote a constitution modeled on georgian britain which put the rich in control of the nation, 'for the ages,' in his words. his design worked, and his intentions were clearly expressed as he promoted the constitution to the grandees of the various states, who established the constitution. it was filled with lies, notably in that the word 'slavery' never appeared, while discussion of 'indentured' labor was detailed in supporting slavery. but the first lie in the constitution was "we, the people," for the people were never consulted. except in rhode island, where they had a referendum. they rejected the constitution. after the other 12 states accepted, they gave in.
madison 'considered' democracy in his promotion of the constitution, but rejected it, as it would lead to the taxes of the rich being spent on the purposes of the poor. the constitution will continue to support plutocracy until it is replaced.
