  2. the problem is not what is best for india, but what is best for india's rulers. that's why ordinary people might struggle to get democracy, if they knew what it is, and how to get it. both conditions seldom seen. so politicians rule for their own profit, without much fear of anything but even slyer politicians supplanting them.
