so prc shows what can be done with good management, now bangladesh shows what can be done with good management. maybe good management is a desirable feature of political life? who knew! so where do you get it? elective oligarchy is not the answer. that much is clear. i like to think that democracy is the answer, but obviously, there are no examples, except possibly helvetian confederation. that leaves plain old oligarchy, plus a desire by the oligarchs to spread progress and prosperity widely. it's a lucky nation that has that kind of oligarch. the other sort, much more common.
