  1. governments like to know more than their neighbors, and how well they are regarded by their own people. it's a 'security blanket' for governments that are not confident they are respected. but spies are seldom useful. even if the hear something interesting, generally there is nothing to be done as a result. and every intelligence service is a greater danger to their own government than ignorance. still, every leader imagines that there are threats to his power, and information will save him. endless books are the result.
