  1. india is a political basket case. all elective governments are run by people who put their political careers ahead of the welfare of the nation. it is hard to see how it could be otherwise, working with homo sap. india has additional disadvantages, arising from history. so the short answer is, 'going nowhere.' the cure is administration by a public service, under supervision and direction of the electorate. i have a name for that kind of society, 'democracy.' how to get there? i wish i knew. only the swiss have come close. not very close, at that.
