  1. During the negotiations, the smart ones keep pumping into the battlefield weapons, mercenaries, $$$$$$$$$$$, while the naive side stops all movement, retreats from huge areas. The west will swallow a live poisonous snake if necessary to get Putin (since he seems to be the decision maker) to delay any planned offensive before the west is ready for it. Anyone can bet a buck that such negotiations have any chance of succeeding? One can have a team to go bla bla non stop, but should not sit on its butt hoping for sudden common sense. Not after so many already negotiated agreement got peed on.
