The "leaders" denying that they will send because they want it secretly done, and sink in deeper at a pace to prevent uproar of their people at home. Imagine an official boots in the ground by Biden and few coming back in bags just when the election campaign heats up.

Inviting the universe to transfer russian assets to Ukraine when USA has not done so and very likely will not pass the congress Sounds more like an order from the "boss" whoever it may be to use sticks and glue to keep Ukraine standing until November. Because the alternative after November may spooke the bunch.
