@Unami0929 turbines were new. Probably was wise to have three different plants in the three ships, for apples to apples comparison. Salem got the booby prize, Curtis turbines. North Dakota had Curtis turbines as well. ND's turbines broke down repeatedly. There was quite a discussion about whether to scrap her, or open her up and replace the turbines. With WWI going, it was decided to re-engine ND with new, geared, turbines. The Wiki entry does not mention a history of breakdowns with Salem's turbines, but they were replaced with new GE geared turbines, while her sisters continued with VTE or Parsons power. The Rivadavia class battleships for Argentina had Curtis turbines as well. They were also plagued with problems, delaying acceptance of the ships by Argentina.

@Cbabilon675 my short term improvement on the Omahas would be to replace the four upper 6" casemate mounts with gun tubs housing quad 1.1" mounts. A later upgrade would replace the twin 6" mounts with twin 5"/38, and replace the four quad 1.1s with twin Bofors.

@Captain_Seafort iirc, what really made the decision the USN needed scout cruisers was an exercise in 1916. The weather was rough, and the DDs that were being used for scouting could not keep up. Became apparent that larger, more seaworthy, ships were needed for scouting.
