Seems to me Trump has always talked like that: rambling, and disjointed. First thing I noticed, when Biden took office, was how nice it was to have someone in charge that spoke like a rational human being. But, over the last four years, Biden lost that advantage. Trump's followers understand him perfectly well. Among all the rambling, are the dog whistles they clearly understand, him saying he will "make America white again".
