Start here. Rahm changed tha yellow light from being 6 seconds to 3 seconds for money from tha red light cameras. Now people are speeding to avoid tha ticket and or they brake really fast.

Here you go :( In 2014, the city briefly changed its standard to a shorter yellow light interval while transitioning red light camera vendors. The change generated an additional $7.7 million in revenue for the city in just over half a year. However, the city reversed course after receiving complaints from hearing officers and questions from the Tribune. The city then told the new vendor to re-establish the three-second standard.
