If you think otherwise, in case of a particular opioid addict, you are welcome to support their (financial) well-being personally, which is called charity. In any case, not a problem that should be "solved" by raining down more money on these people on system level.

Actually, in terms of layman explanation it would have been better to skip the encoding/decoding altogether and just point out that just like your ear can pick out different instruments simultaneously in a piece of music, the cell tower can pick out different signals transmitted at the same time... the only trick is that different "instruments" are in use - which is what the spreading codes correspond to.
