  1. There's a more important issue of whether we should be FORCING people to do something "for their own benefit" or not. My answer is clearly NO. You can create fear and sports discouragement campaigns if that's your hobby (preferably not out of my tax money), but do not force me to do what I don't like to do. Even if what I'm doing is "bad for me" (which leisurely riding a bike without a helmet in my town clearly isn't).
