  1. The forests burned because they have NOT been managed and cared for during the past 50 years. The state government of California kept on cutting the funding for the national park staff to do these jobs, like create forest breaks, remove undergrowth in the forests growing near towns, and thinning the forests by removing dead and living trees near housing developments.
