Pelosi, it doesn’t matter how good the Congressional bill was, it was not accepted by the Senate, and therefore, since the Congress would not accept the Senate’s counter-offer, the people could not receive help. This is like a hospital that is well equipped with staff and supplies, but has locked its doors, so no one who needs help can get inside to get it. What don’t you understand about no one getting their way in Senate and Congress; compromise is the order of the day, so people can receive help. Since Congress refused to see reason and help the people, Trump has had to unlock the doors of the hospital.
