For many years, governments have been trying to remove the freedom and independence that older cars gave their owners. In the 90s, the Germans (who had the presidency of the EU) mandated the unaffordably expensive concreting of all breakers yards (putting many out of business) and ordered ALL fluids to be drained from vehicles 'for environmental reasons'. Germany didn't have breakers yards or motor factors - all parts had to come from manufacturers. Then the Government removed many of the older vehicles under the scrappage scheme. Those cars could not be sold or broken up for parts. Most modern cars are too technically complex or inaccessibly compacted to be owner maintained or repaired. They have to be repaired and maintained by garages - so 20% VAT is payable on parts and LABOUR. My local garage charges £65 per hour - and he's not a soliciitor!
