  1. There was no detail in the American 'warnings', but the FSB did arrest 2 terrorist groups - which was why this attack was delayed from the 9th March, its original intended date (the pro-Putin 'Shaman' concert)!

If the evidence shows that the attackers were heading towards Ukraine and that a crossing from Belarus to Ukraine had been arranged from inside Ukraine, why is Putin being "cynical" to say that there is a link to Ukraine? The attack was not done by "an entity of Islamic State". They, like those incited to attack polling stations, were recruited and bribed via Telegram. They did it for money NOT for ideological reasons!
