  1. Those 4 areas may only be 15% of the area of Ukraine, but they produce 40% of Ukraine's GDP! This was why Putin rejected the DPR & LPR applications to join the Russian Federation in 2014 - because he knew it would cripple Ukraine economically! When you se the train-loads of tanks, trucks and howitzers, which are on their way from Russia to Ukraine at the moment (see OP Info & Combat Witness), maybe Putin means 'we haven't started yet'! Russia won't need to use nukes with the kit they are sending. If anything, you would need nukes to stop them!
