  1. If a piece of electronics works after the batteries are removed, it's not static, that's for sure. Capacitors however can hold charge, but not much, and it's not common for them to be over spec because they're expensive when large. See those big LED bulbs that look like a large corn? The capacitors are as expensive as the whole housing (including the LEDs).
