It's a culture thing. Japanese people are very orderly and respectful of others (even to a fault). The media is not lying, tourists can really be like that. In the west, there is this culture that you must not lump people based on the common group characteristics. I think this is a detriment to the west, and I'm not offended if I'm "told to behave" as a tourist, because I know others don't. Look at the streets of NYC, then look at the streets of Tokyo. They have all the right in the world to profile tourists. It's their country, and it's everyone else's privilege to visit it.
