A 4 or 5 inch gun is unlikely to damage any component of a ship below water - the shells just cannot do it. Yes, they may be able to penetrate stern plating, but only at very close range, and the important steering stuff is not in the upper decks. Lastly, in a melee gun battle, there is little opportunity for “pinpoint targeting.” The focus is on getting as many shots on target as possible, not targeting specific sections of the target.
