That allows the spoon’s outward (leftward) swing to force the sprinkler left (anti-clockwise) because the spring is not absorbing any of its movement, until the sprinkler contacts the other of the two “paper clip looking things” which flips the metal plate away, giving the spoon its full range of motion back. With the spring back in the picture, the spoon’s outward (left) swing does not overcome the friction of the sprinkler body on the shaft, so the spoon then swings back to the right (clockwise) and the force of its stop drives the sprinkler to the right (clockwise).
