Because they were already shipping weapons and troops covertly as soon as separatists stormed government buildings in the DPR and LPR

The ATO was started by Ukraine following the separatist attacks on gov’t buildings all helped by the Russian’s covert backing with supplies and munitions (which as I said, Putin admitted to in January 2022, and to which the Duma enacted a law re-labelling those who assisted separatists in March 2022).
