  4.  @zonzillamagnus5902  LOL WHAT? THE DISPATCHER DID WHAT?? In neither of the two calls did the dispatcher tell them to make a citizens arrest - the first call ended with the dispatcher saying POLICE would respond, and the second call ended abruptly after the caller hung up.
