  1. It’s not quite this simple. First, this guy wasn’t a dummy. He had many many open water rescues. While not cave rescues he did know what he was doing. So it wasn’t out of some sense of lack of life saving experiencing. His decision resulted from his wealth of experience in open water but it lacked nuanced of the cave diving. That said, he was incident commander and thus responsible for anyone who went in to save dave. Lane regardless of how knowledgeable wasn’t legally on the hook so you can imagine how it’s much easier to make that risky call especially bc it’s him going in. The IC would be held legally responsible if he allowed them to go in. Should they have perished he’d likely face consequences. He already determined based on reasonable conclusions that Dave had no way to survive . While he was wrong he wasnt irresponsible. And bc he decided that, allowing someone in to search for him alive would break protocol and open him up to said consequences. This would be like the IC from Island of Šolta diving incident where the rescuer died when they were sent in unprepared. You can’t have that. Especially when someone is diving illegally. Yes, that does matter. Not to mention, financial implications of who pays for the rescue and costs. If it’s reasonably considered a body recovery, any change to that likely comes at the cost of FEMA atleast subsidized. Though I’ll say I did attempt to confirm this detail and it’s impossible to find. TVA would need to be paid for their actions. If fema is ordering them to drop levels against the recommendations of the IC, then it would be reasonable FEMA coordinate with tva to be compensated. I couldn’t confirm that but that’s a reasonable estimation of the outcome given other notable confirmed events with similar situations where a plan of action is initiated that isn’t in line with IC recommendations. Net yes it likely sounds bad but you’re only saying bc what is considered a miracle occurred. TVA by the way had every right to not push back on the request.
