  1. Probably because if Ukraine gathered any large armored force together it would quickly get smashed by Russian airpower. If you don't have air superiority you're severely restricted in what you can do without getting bombed from the skies.

  2. Well as stated in the video Javelins are somewhat fragile missiles and perhaps they got damaged before they were used and hence malfunctioned.
