  1. This is mostly on the community. They have the power to at the very least clean up their streets and make it look respectable and they can't even do that. The government and people in general can't help these kinds of people if they refuse to help themselves.

  2. The ghettos in the US are mostly worse than the ones in Europe, but aren't nearly as bad as the ones in Africa or South America.

  3. I don't think it gets ignored, just that people can't do anything about it. If the government REALLY wanted to fix all these problems and get these people the help they needed and get them off the streets they could do it tomorrow. The problem is all the SJW activists who are useless humps who get in the way of anyone trying to do something about these problems. Get rid of those useless POS people and you could actually get shit done.
