  2.  @STLBLUES100  Like in the vast majority of poor rundown areas its up to the people who live there to decide whether or not they want to at least try and make their communities to be have decent places to live in and when it comes to one demographic of people, they choose to not care and consistently turn their areas into violent crapholes that will decline and decay and they won't give one damn about it.
