  1. Well no one is stopping EU nations from stepping up and helping out countries like Montenegro to build their infrastructure. So why haven't they done so if they're so concerned about China stepping in?

  3. The Montenegro Gov will need to raise the toll cost by a multiple of 5 just to break even and cover the loan, and this doesn't cover the annual maintenance. What if the Montenegrin government and its people make good use of this new highway? What if it significantly helps in increasing economic activity in their country so that they can not default on their payments and perhaps even make some money too? Also if this if vital infrastructure how else would they get it built? If the EU was so concerned about the Chinese and how they 'trap' countries in debt, then why didn't they reach out and help the Montenegrins in building this and other infrastructure that could help their nation grow?
