  1. My solution is to tear down the existing Gardiner and build a brand new one. Not just one deck, but THREE DECKS HIGH. The first deck would perform the same function as now and allow people to drive downtown and get off on various downtown streets as needed. The second deck would be a true expressway where there's NO ACCESS to downtown and is meant for people who want to drive east-west crosstown and aren't looking to access downtown. Now people who simply want to use the Gardiner to go through downtown can do so quickly. The third deck could be a pedestrian park similar to New York's Highline Park so that people can have access to a park several stories up and enjoy the views of Toronto while getting some exercise. This third deck could be optional and if you want to save money then cut it, but I think it'd be cool to have such a park in the heart of the city so that both locals and tourists can go and enjoy it.

  2.  @MrAlen6e  I think most residents would be more happy to have things done in a quicker fashion even if it means short term noise at night. It might even save some money in the long run when you add everything up.
