NATO troops aren't being sent in because Russia has nukes and no one wants to risk escalating the war to where nukes might actually be used. If Russia DID NOT have nukes, NATO would never be afraid of Russia ever. They probably would've entered the war from nearly the very beginning with at least a no-fly zone over Ukraine as Zelensky asked for. NATO airpower plus precision missile strikes would probably be enough to stop the Russian invasion because the Russian airforce would get annihilated easily and as we've seen Russian air defense isn't as good as we thought and it can also be defeated with anti-radar missiles. If it were really needed for NATO to put troops on the ground, their losses wouldn't be very high at all because NATO forces would completely curb stomp the Russians without even having to try all that hard. All this is being prevented simply because Russia has nukes that no one wants them to use and then have to retaliate with in kind. Heck if Ukraine didn't give up all its nukes and had kept a small stockpile for defense, Russia almost certainly wouldn't have invaded Ukraine now because the risk of getting nuked is there.
