Pence couldnt do it since he didnt know where the real ballots were hidden. They were moved during the riot. The room where they used to be was trashed by the rioters. So it was planned to find and destroy them. Would not have worked since a copy was probably at the records department for each state. Trump had no idea how the system worked.
