@tekay44 Council housing was traditionally for the poor working classes, who could not afford to buy their own home, because of poor wages.

@11craftycats Working classes could not afford to buy one in the past either, that was for the Middle and upper classes. Thatcher gave the working classes a leg-up to the property market. Unfortunately the greedy councils spent the money and did not rebuild any new houses.
