  1. Simple solution, end all immigration full stop. Issue work visas that expire when the job does. Issue student visas that expire when the course does. Nobody stays. All foreign workers and students must have accommodations setup before arrival and full medical insurance as well. All tourists need to have full medical insurance in place prior to arrival. No foreign workers or students will be allowed to claim any state benefits. Job done! All perfectly legal.
