  4. I will explain to you if you dont get it, why Europe cant speed up ammo production. In Europe states dont own factories, capitalists do. And no matter how much governments incentivize ammo production, if the factory owners think that the logical move would be the abandoning of Ukraine, thatswhy any money put in an ammo factory is wasted, then they wont build those.
