Yep, if someone read Adam Smith, the founder of modern economics as he is called, he starts his book by seeking answer why scottish smugglers risking their lives to smuggle in grain from Napoleonic France, and gets to a conclusion that if a country needs a resource, then there will always be someone to supply it in the cheapest possible price.
