  1. This is just the standard difference between government versus private firms in India. For one there won't be unlimited taxpayers money pumped in to survive, for the other ,there is no much expectation of revenue generation. For one, the employees have to show performance without which there is no appraisal for the other , permanent till 60 perform or no . For one the entire business can collapse easily if not careful, for other , hardworking taxpayers will make sure nothing collapses.
