  1. Those 6 out of 10 poorest counties that Dr Sowell is referring to has to be in West Virginia and Kentucky where coal mining was the prominent means of employment. As the grandson of two men who were coal miners from the 40s to the 70s, I've seen it disappear firsthand in my 51 years of living.
