To my knowledge , Israeli Summer time is still ( largely ) determined by the lunar calendar ( which itself determines the Judaic year ) .The Israeli Summer clock has to take into consideration Passover ( April/May) and Yom Kippur ( September/October) ( according to the lunar calendar ) which can vary as much as 3 weeks in the " standard " 365 day year
