When your coalition relies on allowing potential (coalition) partners certain " privileges" this is ONE result .Another reason might be that certain ultra orthodox sects regard their ( religious) laws as " somewhat " more important than national (safety) laws , and thus the gatekeepers will receive a priestly blessing for allowing more followers to pass ( yes , some people actually believe that kind of thing )
