  1.  @onogrirwin  I doubt he was any better. He simply was a GPU-NKVD man in various engineering bureau. This is why he used to make fast an easy relations with customer organisations - the constant problem of soviet-russian industry. And this is why he was a part of so many project being himself barren as a fig tree.

  2.  @mrjackpots1326  Not at all. One needed not any relationship with big bosses. Just with a strong organisation, best of all - a secret police: military, civil, or party.
