There's a road like this near me in Northamptonshire, and it's so steep, even people have trouble walking up it. Walking down, it's terrifying as you grab a wall to stop yourself, or gather up speed towards the bottom. In a car in snow or ice??, lots of near misses and a lot of people leave the car at home and walk to the bus stop.
