  1. Anything "in a city" is higher. People choose to live the way they like, but seeking a city is probably not the thing most people are looking for when moving to Costa Rica or Belize.

  2. The only reason Costa Rica would not allow someone to renounce is if they had NO other citizenship in the world. You must have another passport, or you can't renounce. You also must state your reason(s) for leaving in writing, and in the realm of possibilities I suppose there could be some things they would reject if you stated them. I have no idea what that would be other than, "I committed a horrible crime. I want to renounce." However, when renouncing U.S. citizenship, you may not state that you don't want to pay taxes anymore as that could likely cause a denial of your renunciation.
